Two Comparisons: Mitigation and Non-Mitigation

125  Miles North Bridgeport / Clarksburg, West Virginia:

wvcountryroads illustrates the Topographical & Societal Factors of Man-Made Building Structures, Improperly Placed Dangerous Utilities, Undersized, (thus restrictive), Lot and Building Drainage Systems. Dependent on unheard of Structurally Deficient Lateral Support.

Multiple Documented Urban Drainage and Topographical upheavals. The first in 2001, the latter periods of late 2006, then in 2008 and currently in 2013.

Neglected And Deteriorating Support Dependent Constructs that are Relevant  Precursors to the Unfortunate events that were Devastate Charleston, West Virginia in January of 2014. 

Mitigation

A quote from Cultural Aspects under the heading: 2007 Unfortunate Observations - An End

"if something is wrong the local authority would stop work until it is corrected and if something like this occurred a judge would order the building torn down and the fill removed".

The above quoted building and fill removal is Mitigation. "Mitigation is taking action now - before the next disaster' - FEMA

 
Non-Mitigation

 

Mitigation Did Not Occur in the Bridgeport / Clarksburg, West Virginia location. Instead an extension that surpassed the original egregious constructs were engaged with more avoidable Devastating Results..

Unfortunate as a 2007 Mitigation Order Would Have:

Far reaching effects beyond the complete removal of 113 Platinum Drive. It's improperly placed utilities and it's unstable fence supported lateral support.

Placed emphasis on Overall Commercial And Utility Constructs and  provided the tools for Quality, Compliant and Regulatory Inspectors to de-politicize and re-enforce regulations.
 

Non - Mitigation Realities

 

The above also appears to have been an injection of time in regard to Future Non-Mitigation Realities/

During  November of 2012  the chemically enhanced nature of Platinum Properties "Engineered Use" of SLAG was taken from 109 Platinum Drive.

The same 2006 SLAG that reacted with drainage that led to the uplifting of 109 Platinum Drive. Where it was used again in their 2006 / 2007 Engineered Support Slope.

Platinum Properties Drainage traverses down through the area's porous blacktop into the Developer's  SLAG dump and into the chemically enhanced Support Slope.

All Support Dependent Structures. Buildings and Specific Parking Lot Drainage Parameters and Buried Utilities, (Some Explosive Natural Gas and High Pressure Water Supplies), are at risk.
 

Authorities and Regulatory

January of 2013; Authorities - Regulatory Agency/s Are Notified.

 

February of 2013; Additional Developer Ownership Change/s Occur.

 

Relevant Regulatory Agencies are more then ambiguous in regard to a current focal point area that possess a multi-year history of prior structural upheavals.

Thus, Risk And Public Safety is dependent on the relatively new core aspect of societal leadership. Wait for incidents to occur first for attorneys and / or insurance companies to manage later.
 

Special Utility Practices

The Documenter had to address Plans For Aerial Utility/s that were to be placed in a recently repaired slip. A repaired slip which was also the Engineered Lateral Support Slope for the Developer's 113 Platinum Drive.

An intercepted endeavor that was serious then and in light of Recent Events in Clarksburg, WV more so now.

An intercepted endeavor that also illustrates the apparent dangers when ill - advised Attorneys interfere with Utility/s or for that matter any Engineering and / or Regulatory Endeavors.

The subject matter of Utilities and their inherent risks in current society would require a separate and much larger website.
