The image below depicts the focal point area prior to
any development, dating back to before 1994. It underscores the
Warnings expressed by City
Manager Weller in 1996 regarding the potential negative impacts of business
encroachment, which he warned could disturb established boundaries, be difficult
to control, and lead to a "cancerous effect" on property values and the
integrity of residential communities. Weller's warnings highlighted the risks of
suburban expansion contributing to the deterioration of central neighborhoods
and the potential decline of local property values.
Platinum Properties, with the approval of the City of
Bridgeport, proceeded with developments that aligned with the warnings issued by
former City Manager Weller. The instabilities resulting from these actions were
even more pronounced than Weller's 1996 forewarnings suggested. The initial
negative impacts of these developments became evident in the years
2003 &
2004 leading to significant
repercussions for the local community and environment.

The 2005 written agreement
between Platinum Properties and Jackson and Kelly aimed to address the support
and drainage deficiencies at 109 and 113 Platinum Drive by September 2005;
however, this agreement was not upheld. As a result, the ignored deficiencies
led to
significant physical consequences, adversely affecting not only Platinum
Properties but also numerous adjoining and adjacent property owners, creating
widespread disruption and complications in the area.

The developer's negligence
in executing what were described as "repairs" to their easily
correctable but essentially nonexistent support slope has led to
mind-boggling detrimental effects that continue to impact the area. These
misguided interventions have resulted in a range of consequences that are not
only severe but also perplexing. Evidence of these ramifications can be seen in
the illustrations provided below.

The Results From The December 2007 Extended Drainage Veers:
An examination of the area
was conducted in October 2011; however, the rear section of 113 Platinum Drive
was not included in this assessment, as its structural failures were only
identified in November 2012. This oversight highlights the challenges in
monitoring and addressing ongoing issues within the property, potentially
compounding the impact of the developer's earlier failures. The findings and
