Background: In response to ongoing drainage issues, a complaint was filed by former City of Bridgeport Supervisor Mason Steele with the U.S. Forestry which would also prompt a Miss Utility line locate. By January 2005, letters of understanding from the law firm Jackson and Kelly were established, indicating that Platinum Properties, led by owners Parry Petroplus, Mylan Puskar, and Steve Lorentz, were making progress toward rectifying the overlooked lateral support and drainage problems at 109 and 113 Platinum Drive.

 Furthermore, Platinum Properties’ insurance company communicated to Anthony Lacaria that they would not insure any future Platinum ventures until the drainage issues at the rear of those properties were resolved. The prospective resolution generated excitement and anticipation, highlighted in an article by Bridgeport City Manager Kim Haw in February 2005, as the partners prepared to advance to the next stage of their development plans.
