In the 1996
Memorandum
from Bridgeport City Manager Weller, the language emphasized the detrimental
impacts of unchecked business encroachment, warning that such intrusions
could "radically disturb current boundaries" and that once these boundaries
are breached, controlling further encroachment would become "nearly
impossible," likened to a "cancerous effect."
Weller cautioned that
this could lead to "rapidly decreasing property values," the "deterioration
of our central neighborhoods," and the eventual crumbling of residential
communities, arguing against the notion of making zoning decisions based on
the whims of individuals, thereby advocating for more structured and
thoughtful planning to safeguard neighborhood integrity.
